Los Baños, Laguna – Before 2009 bade adieu, PCARRD conducted its second Intellectual Property (IP) Management Training-cum-Writeshop on Technology Valuation and Technology Transfer Modes on December 14-16. The training was developed to supplement the prior trainings on technology disclosure and claim drafting in held in Davao City and Iloilo City, respectively.
Sixteen researchers and technology transfer officers trained on technology valuation to support technology transfer negotiations. The participants are from the Benguet State University, Nueva Vizcaya State University, Central Luzon State University, Philippine Carabao Center (PCC), University of the Philippines (UP) Diliman, Bicol University, Philippine Coconut Authority-Zamboanga Research Center (PCA-ZRC), Mindanao State University-Naawan, and Northern Mindanao State Institute of Science and Technology.
Technology valuation
Technology valuation is a tool used in assessing the worth of the IP prior to commercialization. So that participants can appreciate its importance and how it is used, several resource persons presented examples of completed technology valuations.
Mr. Ronilo P. Violanta of the National Institute of Molecular Biology and Biotechnology-UP Los Baños presented different valuation methods of technologies on animal probiotics, gamma irradiation, and BIO-N.
Two participants, Dr. Ramon L. Rivera of PCA-ZRC and Dr. Danilda H. Duran of PCC, presented actual valuations of technologies on coconut breeding population using synthetic variety breeding scheme and on the propagation of genetically superior buffalo, respectively.
Technology transfer modes
A reliable technology valuation supports successful technology transfer negotiations.
The resource speakers for this training were Engr. Luwin M. dela Concha of the Intellectual Property Office of the Philippines, and Mr. Ricardo R. Argana and Mr. Noel A. Catibog of PCARRD. They covered the topics on modes, negotiations, and licensing agreements of technology transfer
Ma. Antonia Odelia G. Arroyo, Chief Executive Officer and President of Hybridigm Consulting, Inc., presented practical techniques on licensing and negotiations.
Sharing their experiences on public-to-private technology transfer were National Scientist Benito S. Vergara; Atty. Marcia Ruth Gabriela P. Fernandez of UP Diliman; and staff members of DOST agencies: Dr. Rosalinda M. Lacsamana of the Technology Resource Center; Nelia Elisa Florendo of the Industrial Technology Development Institute; and Merlita M. Opeña of the Philippine Council for Health Research and Development.
DOST-Philippine Council for Advanced Science and Technology Research and Development Executive Director Reynaldo V. Ebora and Atty. Fernandez provided insights during the workshop exercise on negotiation simulation.
The training culminated with the presentation on the salient features of the Technology Transfer Bill or Senate Bill 3416 by PCARRD Technology Outreach and Promotion Division Director Bessie M. Burgos.
Incidentally, valuated technologies and business plans to be used as references during technology transfer negotiations were some of the participants’ outputs. The IP work plan was also distributed for filling up by participants and for endorsement of their agency heads to PCARRD.
