In a dynamic alliance aimed at reflecting achievements, setting future goals, and fortifying enduring partnership, the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development of the Department of Science and Technology (DOST-PCAARRD) and the Australian Centre for International Agricultural Research (ACIAR) recently conducted their 4th Partnership Health Check (PHC).
The initiative, which began in 2019, is a pivotal platform for both entities to jointly evaluate their performance in fostering sustainable agri-food systems through research and development, as well as capacity-building activities and endeavors.
With nearly four decades of thriving collaboration, the partnership between ACIAR and DOST-PCAARRD exemplifies a steadfast commitment to addressing challenges in the Agriculture, Aquatic, and Natural Resources (AANR) sector of the Philippines through collaborative research and development (R&D).
This year's PHC emphasized on evaluating the health of the partnership, to deepen and strengthen the relationship while establishing strategic priorities for 2024 to 2029.
Central to this enduring partnership is the commitment to work together respectfully, openly, and trustingly while fostering mutual accountability and dedication to delivering high-quality science. Together, the partners aim to promote sound science, contribute to partnership goals, recognize the contributions of all partners, and effectively communicate the partnership’s endeavors to stakeholders in both the Philippines and Australia.
The event featured several key activities including opening remarks by DOST-PCAARRD Executive Director Reynaldo Ebora and ACIAR Chief Executive Officer (CEO) Wendy Umberger; presentation and discussion on partnership performance by ACIAR Country Manager Hazel Aniceto; plenary and group work facilitated by DOST-PCAARRD Policy Coordination and Monitoring Division (PCMD) Director Lilian Bondoc; and discussions on strategic directions for 2024-2029. The plenary session revealed insightful themes and perspectives.
Dr. Ebora, in his opening remarks, expressed gratitude for the guidance provided by the forerunners, Dr. Peter Horne, former General Manager, Country Partnerships, and Prof. Andrew Campbell, former ACIAR CEO. He also acknowledged their pivotal role in the early stages of the partnership.
Dr. Umberger highlighted the exemplary nature of the PCAARRD-ACIAR relationship, emphasizing the importance of listening to the country’s needs and broadening and deepening the collaboration across priority areas.
Ms. Aniceto presented the joint accomplishments including priority setting, co-design and co-investment modalities, project monitoring, capacity-building initiatives, outreach, communication, and institutionalization of the partnership. The emphasis on harmonizing key processes, particularly decision-making and reporting, stood out as a critical objective.
During the plenary, participants were divided into groups to identify factors contributing to the partnership's success, lessons learned, and areas for improvement. Key factors for success included a partnership agreement, mutual benefits, close coordination, open communication, shared resources and goals, and a transparent project development process.
Lessons learned emphasized the importance of adapting to specific contexts, selecting the right partners, and constantly improving processes. Participants also highlighted the need for continued partnership for sustainability and opportunities for improvement in data sharing agreements, risk management plans, and partnership brokering.
Dr. Ebora expressed optimism, stating, "We [the partnership] are healthy, and the 5-year plan will make us even healthier."
Dr. Umberger reinforced the commitment to flexibility, delivering on commitments, and ensuring a collaborative and enjoyable partnership.
In closing, Dr. Ebora acknowledged the significant contributions of all involved and declared the partnership one of the Council’s best. Dr. Umberger recognized the commitment of all participants and emphasized the importance of flexibility and meeting the partners’ needs.
