IP policies of SUCs and RDIs evaluated in the Tech Trans Protocol Review

Intellectual Property (IP) policies of ten agencies were assessed in the Technology Transfer (Tech Trans) Protocol Review held in Tagaytay City.

The review was part of the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development of the Department of Science and Technology (DOST-PCAARRD) funded program, “Enhancing the Intellectual Property Management and Business Development Office (IPM-BDO) in Consortia Member Agencies.” 

Cavite State University (CvSU), the program coordinator, organized and led the whole-day activity. 

 

Participating agencies were composed of nine State Colleges and Universities (SUCs) and a Research and Development Institute (RDI), which include the University of the Philippines Los Baños (UPLB), UP Visayas, Bataan Peninsula State University, Central Luzon State University (CLSU), Capiz State University (CapSU), Benguet State University (BSU), Bicol University (BU), University of Southeastern Philippines (USeP), and Philippine Rice Research Institute (PhilRice). 

PCAARRD staff from the Technology Transfer and Promotion Division (TTPD-PCAARRD), headed by the Officer-in-Charge Noel Catibog, were also present in the said activity. 

CvSU presented its Tech Trans Protocol, which was then assessed by three evaluators: Dr. Albert P. Aquino, former Director of the Socio-Economic Research Division (SERD)-PCAARRD; Atty. Lucieden G. Raz, Project Officer IV of DOST, and Dr. Fezoil Luz C. Decena, Assistant Director of SERD-PCAARRD. 

Taking off from the comments and insights, the Tech Trans Protocol of other agencies were also discussed and reviewed by the evaluators with emphasis on guidelines and contents. The review was in consonance with Republic Act (RA) 10055 otherwise known as the Philippine Technology Transfer Act of 2009. 

Under the said law, all RDIs and SUCs are encouraged to establish their own Technology Licensing Office (TLO) and to adopt their own policies on Intellectual Property Rights (IPR) management and technology transfer.
