PCARRD Executive Director (ED) Patricio S. Faylon stamps his mark in the history of the Council’s leadership as he adds another feather in his cap ─ the 2010 GAWAD Career Executive Service (CES).
The GAWAD CES, a Presidential award, recognizes members in the CES for their exemplary performance and significant contributions, particularly in the areas of innovation, information and communication technology, social services, administrative reforms and public policy.
Faylon’s visionary leadership has accomplished much for the Council. In driving the Council toward continuous improvement, he has led the Council to a Philippine Quality Award (PQA). On December 10, 2009, the Council was granted the PQA, Level 1(Commitment to Quality Management) at Malacañan, Palace, Manila.
The PQA was a logical next step to the Council’s ISO 9001:2000 certification. Under Faylon, PCARRD was the first DOST (Department of Science and Technology) agency to obtain an ISO 9001:2000 certification. Because of this, Malacañan acknowledged the organization as one of the 43 government agencies that successfully implements a quality management system complying with the ISO 9001 standards.
As part of the Council’s Continual Improvement Program, Faylon pushed for PCARRD’s recertification for ISO 9001:2008.
Faylon is likewise recognized for having extensive linkage with international and local organizations, enabling PCARRD to generate resources sustainably.
The PCARRD ED also helped establish the Techno Gabay Program (TGP) as PCARRD’s platform for R&D (research and development) results utilization and transfer. The program provides the framework for a more effective and sustainable strategy in bringing the much needed information and technologies to the countryside.
The TGP was later institutionalized as laid out in Executive Order (EO) 801. EO 801 encourages local government units to adopt the TGP in their agricultural extension programs.
As a result, DOST has recognized it as one of its techno transfer modalities along with the Small Enterprises Technology Upgrading (SET-UP) Program and Technology Innovation for Commercialization (TECHNICOM) Program.
Further recognition came on June 28 when former President Gloria Macapagal-Arroyo awarded Faylon a Presidential Citation on Science and Technology in the Agriculture, Forestry and Natural Resources.
