DOST-PCAARRD supports PHILARM’s national training in research management: Empowering research endeavors to new heights

The Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development of the Department of Science and Technology (DOST-PCAARRD) and the Philippine Association of Research Managers, Inc. (PHILARM) held the 2024 National Research Management Training via hybrid mode, i.e., face-to-face at the E.O. Tan Hall at PCAARRD and via Zoom on October 24–25, 2024.

Themed "Empowering Research Management with Data Analytics, Compelling Storytelling, and Effective Fundraising," the event drew approximately over 200 participants that included research managers and government officials. It aims to enhance the skills of Research, Development, and Extension (RDE) managers through advanced training in data analytics, manuscript preparation, and building relationships with funding agencies. 

DOST-PCAARRD Deputy Executive Director for Administration, Resource Management and Support Services and PHILARM National President Melvin B. Carlos emphasized the importance of this collaboration and encouraged attendees to leverage the training to improve research contributions in the agriculture, aquatic, and natural resources (AANR) sector.

In addition, DOST-PCAARRD Executive Director Reynaldo V. Ebora, in a video recorded keynote address, discussed the Council's key achievements and initiatives in research management. He stressed the significance of data analytics, storytelling, and fundraising in driving impactful research outcomes. Dr. Ebora encouraged participants to leverage data for actionable insights to attract broader audiences and secure funding for sustainable projects. 

The event included informative sessions on various topics crucial for researchers through its esteemed resource persons: Dr. Adrian P. Ybañez on journal writing, manuscript preparation, and the integration of artificial intelligence in literature reviews; while Retired DOST-PCAARRD Deputy Executive Director Danilo C. Cardenas, discussed Donor Development Engagement, and Retention, outlining effective fundraising strategies, criteria for external funding, and the significance of donor engagement and stewardship. 

Following these sessions, PHILARM representatives were elected during the Regional Chapter and Cluster Meetings. During the meeting, Dr. Carlos and Dr. Rogelio V. Cuyno emphasized the importance of research management and persuasive leadership. 

The second day of the event featured Dr. Jomar F. Rabajante’s presentation on data analytics, governance, and ethics, followed by Dr. Ariel L. Babierra’s insights into data visualization and storytelling, providing essential skills for effective communication of research findings.

After the two training sessions, the Regional Chapter and Cluster Meetings followed, wherein representatives were elected. Dr. Carlos and Dr. Rogelio V. Cuyno inspired attendees with messages on research management's importance, emphasizing persuasive leadership. The evening concluded with an appreciation ceremony for the 2024 Event Hosts and Local Organizing Committees.

During the 2024 NMRT closing ceremony, Dr. Carlos, together with DOST-PCAARRD’s Dr. Marcelino U. Siladan, retired Senior Science Research Specialist of the Forestry and Environment Research Division and Dr. Fezoil Luz C. Decena, Institutional Development Division Director presented Certificates of Appreciation to Plenary and Resource Speakers, followed by the distribution of Training Certificates. Dr. Cuyno delivered a closing message, commending participants for their resilience amidst challenging weather and highlighting the successful execution of the event, attributed to the efforts of President Melvin Carlos and the organizing committees. He also acknowledged the contributions of local speakers Dr. Ybañez and Dr. Cardenas, Dr. Rabajante, and Dr. Barbierra, emphasizing the significance of follow-up activities for ongoing education. He also expressed enthusiasm for the upcoming International Convention in Ho Chi Minh City, Vietnam, scheduled in March 2025. 

On top of that, the PHILARM General Assembly Meeting showcased active participation from PHILARM Officers, Board of Directors, and Members during its Recognition, Induction, Ceremonial Turnover, and Awarding Ceremonies. This event was honored by the presence of Dr. Juanito T. Batalon, DOST-PCAARRD Deputy Executive Director for Research and Development and Chairperson of the Awards and Recognition Committee. 

Dr. Carlos and Dr. Cuyno presented the prestigious 2024 National PHILARM Awards. The accolades honored standout individuals in the field, who were bestowed with awards for the Most Outstanding Research Manager, Most Outstanding Program/Project Leader, RDE Management Innovation Award for Process, and the Best Regional Chapter award. 

Furthermore, the DOST-PCAARRD received multiple honors in recognition of its 25 years of dedicated support to PHILARM, including special institutional awards for its exemplary support of the organization's initiatives. They were acknowledged with a plaque of appreciation for their contributions to the successful 2024 NMRT, and Dr. Reynaldo V. Ebora was commended for his keynote address. Additional plaques were awarded to outgoing PHILARM officers – Dr. Melvin B. Carlos, Dr. Fezoil Luz C. Decena, and Dr. Marcelino U. Siladan. 

Moreover, Dr. Batalon, Dr. Decena, and Dr. Siladan received Special Presidential Awards for their respective outstanding contributions. The organization also expressed deep gratitude for the invaluable support and resources provided by DOST-PCAARRD.

Likewise, the event culminated in the leadership transition from Dr. Carlos to Dr. Diosdado P. Zulueta, who will serve as President from 2025 to 2026. In his acceptance speech, Dr. Zulueta, who is also President of the Marinduque State University, reaffirmed his commitment to enhancing research and addressing societal challenges, while expressing gratitude for the previous leadership and outlining a vision for PHILARM to become a leading organization in the Asia Pacific region. He called on its community to engage in collaboration to drive significant improvements in research management. The conference concluded with a fellowship and recognition night celebrating the achievements of the 2024 NMRT.

The PHILARM, founded in 1989, is a non-profit organization dedicated to enhancing the role of research managers in promoting productivity within research. With over 3,000 members–government, universities, and international institutions from ASEAN countries, PHILARM significantly influences the research and development field.

DOST-PCAARRD has been providing augmentation funds to qualified professional/scientific and academic organizations that pursue activities in support of the Council’s advocacies, banner programs, and goals.
