Two key personnel of the Socio-Economics Research Division (SERD) of the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development of the Department of Science and Technology (DOST-PCAARRD) shared their expertise in crafting a policy from research through a training hosted by the SOCCSKSARGEN Agriculture, Aquatic and Natural Resources Research and Development Consortium (SOXAARRDEC).
SERD personnel, Ms. Mia Barbara D. Aranas and Ms. Meliza F. Abeleda, served as resource persons for the Training on Crafting Policy from Research and presented an overview of the agri-aqua enterprise development.
The September 1, 2022 training capacitated 20 participants from SOXAARRDEC’s consortium member institutions (CMIs) in developing policy outputs based on the DOST’s 6Ps from research and building awareness on the DOST-PCAARRD’s Policy Analysis and Advocacy (PAA) banner program.
Participants also developed outputs based on the exercises prepared by the resource persons. According to one participant, Ms. Blessie Justine Arellano, “May baon na kami para sa mga kasama namin.” She added that it is also relatively easy to write but what each of them needed is the conviction they learned from the training.
Dr. Jill D. Villanueva, a representative from the Philippine Rubber Research Institute (PRRI), added that their team also has a tough time crafting policy under the 6Ps of their DOST-funded research projects since they do not have enough background about it. Despite this, she highlighted that this training taught them that proposed policy reforms can be developed while still conducting the research study contrary to the misconception that policies can only be decided after the project implementation and shall only be used as entry points for local government units (LGUs).
To close the training, Ms. Aranas recognized the participants’ receptiveness and excellent outputs. She added that she looks forward to transforming these outputs into policy briefs.
Meanwhile, Ms. Abeleda congratulated the participants and underscored that she felt honored to have met the researchers in the region.
In her closing remarks, Dr. Josephine R. Migalbin, SOXAARRDEC consortium director, also said that she was inspired by the outputs presented by the participants and reassured everyone that these will not only be kept in consortium archives, but they will also make sure to publish them as policy briefs under SOXAARRDEC.
