DOST-PCAARRD launches ISP Information System for dynamic R&D management

To enhance the landscape of agricultural research and development (R&D) in the Philippines, the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development of the Department of Science and Technology (DOST-PCAARRD) introduced the Industry Strategic Science and Technology Program Information System (ISP-IS), an online platform management tool and information hub for agriculture, aquatic, and natural resources (AANR) research and development.

DOST-PCAARRD's ISPs provide information about industry and technology baselines, benchmark targets, R&D projects, and other essential scientific and technical services that industries require of a commodity. It also contains comprehensive production and marketing information data, policy databases, and technical notes.

The online platform is not just a repository of information but a dynamic R&D management tool, serving as an information hub for internal and external users. Developed by the Council’s Socio-Economics Research Division (SERD), in collaboration with the Management Information Systems Division (MISD), this initiative addresses the need for a centralized system to manage and disseminate crucial data related to ISPs.

The system aims at fostering knowledge sharing among R&D managers, researchers, agri-entrepreneurs, and policymakers. By identifying technology and policy gaps, the ISP-IS aims to steer AANR R&D initiatives toward addressing critical needs within the industry. The Council can pinpoint challenges through the ISP-IS and propose strategic science and technology interventions.

ISP-IS is a product of the project, "Strengthening of Industry Strategic Science and Technology Program Information System for Improved R&D Management," officially launched in 2019. As part of the project's implementation strategies, efforts include the development of the ISP Information System, analyzing industry and policy issues, and formulating a sustainability plan.

The platform comprises three essential modules: the data warehouse, dashboard, and ISP pages. The data warehouse serves as a comprehensive repository that contains data on production, marketing, policies, programs, and institutional support. The dashboard processes this data, conducting automated analysis. The ISP pages visualize the results, making them accessible to the public. One of the noteworthy features of the ISP-IS is its user-friendly approach. Access to the ISP pages is free and users are not required to sign up for an account.

ISP-IS was officially launched on November 10, 2023, to coincide with DOST-PCAARRD's 51st founding anniversary. The system currently features 29 completed pages on its website. Each page contains valuable information such as industry profiles, production and marketing data, policies, and DOST-PCAARRD's R&D initiatives.
