DOST-PCAARRD drives innovation forward through the ceremonial unveiling of the Intellectual Property and Technology Business Management (IPTBM) markers

DOST-PCAARRD embarks on a collaborative journey with universities toward intellectual property management, technology commercialization, and sustainable regional development.

The University of Eastern Philippines (UEP), Eastern Visayas State University (EVSU), and Biliran Province State University (BiPSU) recently held the unveiling ceremonies for their Intellectual Property and Technology Business Management (IPTBM) Office markers on July 17, 18, and 19, 2023, respectively. These universities are among six agencies in Eastern Visayas that have been key partners of DOST-PCAARRD for the implementation of the Regional Agri-Aqua Innovation System Enhancement (RAISE) Program in the region.

The RAISE program aims to mirror the functions and initiatives of the DOST-PCAARRD Innovation and Technology Center (DPITC) in the regions by providing assistance to the regional consortia on intellectual property management and transfer of technologies of its member agencies. It has four (4) major components: the IPTBM, the Agri-Aqua Technology Business Incubation, the Agri-Aqua Business Hub, and the Knowledge Management Hub.

The IPTBM component aims to strengthen the capacities of the agencies on IP and technology business management to enhance their technology commercialization activities by stimulating technology transfer, through the enhancement of the technology transfer offices (TTOs) across the country. These TTOs facilitate the process of commercial knowledge transfer from university to industry and are primarily responsible for the protection of university-created IP, and the management of the commercialization process.

During the ceremonies, DOST-PCAARRD’s Technology Transfer and Promotion Division (TTPD), led by Director Noel A. Catibog, shared messages of appreciation and recognition for the participating universities. He applauded the unwavering c ommitment and efforts of the IPTBM Project Teams led by Dr. Karina Milagros C. Lim from UEP; Dr. Pearl Aphrodite B. Carnice from EVSU and; Dr. Marianne Agnes T. Mendoza from BiPSU; as well as the officials, staff, and students involved in this transformative partnership. He emphasized that the IPTBM markers bear witness to the collaborative spirit and unwavering dedication of the universities towards technological advancements. These markers serve as tangible proof of their relentless efforts to propel sustainable growth, cultivate a culture of innovation, and create a positive ripple effect within the agri-aqua sectors of the region.

The consecutive activities were graced by the esteemed guests UEP President Cherry I. Ultra, EVSU Vice President of Office of Research & Development, and Extension Services Analyn C. Españo; and  BiPSU President Victor C. Cañezo, Jr.

These momentous events were part of the weeklong monitoring and evaluation of the TTPD Team for the RAISE program in Eastern Visayas. They were joined by the program lead of the RAISE Eastern Visayas spearheaded by the ViCARP Director Maria Juliet C. Ceniza, together with Ms. Elmera Y. Banoc and Ms. Mary Jane Acosta Serida of Visayas State University (VSU). These activities aimed to assess and track the progress of the program in the region, ensuring its effectiveness and impact.

The RAISE Program is DOST-PCAARRD’s latest technology transfer platform, which aims to provide the optimum environment for inventors, innovators, and investors and calls for the commitment of the regional stakeholders to collaborate to build a competitive agri-aqua innovation ecosystem that maximizes the potential of every science and technology innovation.
