PASAY CITY ─ The Department of Science and Technology (DOST) Working Group (TWG) on Intellectual Property (IP) Policy Formulation recently met at the Sofitel Philippine Plaza Hotel.
The meeting was held to discuss the draft provisions of the DOST IP Policy; iron out issues on the provisions; and map out the succeeding activities to realize the work target within the year.
The DOST Intellectual Property Policy is being crafted in pursuance to the provisions of Republic Act 10055 or the Philippine Technology Transfer Act of 2009.
Representatives from the TWG’s three subcommittees presented their respective draft provisions.
Engr. Raul Sabularse of the Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD) presented the research funding agreement for the Subcommittee on DOST as Government Funding Agency (GFA).
Engr. Agustin Fudolig of the Metals Industry Research and Development Center (MIRDC) discussed the technology transfer protocol for the Subcommittee on DOST as Research and Development Institution (RDI) while Mr. Bernie Justimbaste of the DOST Planning and Evaluation Service (PES) talked about the enabling mechanisms for the Subcommittee on DOST as Enabler.
Incidentally, DOST Assistant Secretary for Technology Transfer Ma. Lourdes P. Orijola chairs the TWG.
The meeting also served as venue to tackle various issues on revenue sharing; ownership of IPs specifically those generated from commissioned research and from thesis grants funded by DOST; use of revolving fund, disclosure provisions; and the roles of the DOST Regional Offices as a GFA, an RDI, and as an active partner in technology transfer.
The DOST Legal Team was tasked to study the issues raised during the forum as well as help package the DOST IP Policy following an approved outline.
Meanwhile, to fast-track the crafting of the IP Policy, a writers’ pool was created from selected members of the subcommittees.
As an offshoot of the meeting, a writeshop was coordinated by the DOST-Office of the Assistant Secretary for Technology Transfer.
