Visayas Consortium for Agriculture, Aquatic and Natural Resources Program (ViCARP)


Establishment and Membership
The Visayas Consortium for Agriculture, Aquatic and Natural Resources Program (ViCARP) is a consortium of agencies and institutions undertaking research and development in agriculture and natural resources in Eastern Visayas. It serves as the regional arm of the National Agriculture Resources Research and Development Network (NARRDN) under the auspices of the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD).

ViCARP was established last November 17, 1978 and from only six (6) members of the consortium in 1978 (as reflected in the logo), ViCARP has now twenty six (26) member agencies and institutions, ten (10) SUCs (VSU, SLSU, NSU, PIT, UPTac, EVSU, ESSU, SSU, NwSSU, UEP), eleven 11 – Line Agencies (PCAARRD, DA-BAR, ATI, DARFO, PhilFIDA, BFAR, PCA, DENR, DAR, DOST, NEDA), 5 - PLGU/CLGU (Leyte, So. Leyte, Eastern Samar, Biliran, Ormoc)

ViCARP is mandated to set up a mechanism for coordination and management of agriculture and natural resources research and development in Eastern Visayas in the areas of production, processing, socio-economics, and communication with emphasis on commodities of major importance in the region.

Mission

To spearhead the planning, implementation, coordination, monitoring and evaluation of agricultural, aquatic and natural resources research and development projects in Eastern Visayas.

Goals

  • Enhance the effectiveness and relevance of the consortium researches and development projects.
  • Strengthen the consortium partnership and capability of member-agencies to conduct collaborative R&D.
  • Improve governance and fiscal management of consortium’s activities, projects and program.
  • Advance the visibility and reputation of the consortium
  • Intensifying technology utilization and commercialization
  • Actively participate in policy formulation
