DOST-PCAARRD highlights RAISE program milestones ahead of Summit Week 2025

Significant accomplishments and milestones were achieved by the Regional Agri-Aqua Innovation System Enhancement (RAISE) program, an initiative that brings together science and entrepreneurship in the agriculture, aquatic, and natural resources (AANR) sector. These accomplishments were noted following the national review of the first batch of the RAISE program. 

The RAISE program is an initiative of the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development of the Department of Science and Technology (DOST-PCAARRD) together with its regional partners. 

As of June 2025, the RAISE Program has achieved significant milestones in advancing agri-aqua innovation across the country. A total of 94 State Universities and Colleges (SUCs) and Research and Development Institutes (RDIs) are implementing 149 RAISE projects nationwide. Through these initiatives, 1,746 Intellectual Property (IP) applications have been filed, with 537 already granted. The program has mentored 407 incubatees and supported the incubation of 115 technologies, leading to the commercialization of 56 technologies. To date, 25 Agri-Aqua Technology Business Incubators (ATBIs) have been operationalized, generating ₱122 million in revenue from incubatees, training 11,509 participants, and creating 1,711 jobs. These accomplishments demonstrate the program’s significant contribution to strengthening the country’s innovation ecosystem and driving inclusive economic growth.

National review and dry-run presentation

The RAISE National Review and Dry-Run Presentation commenced on June 9, 2025 at the R.D. Guerrero III Hall, DOST-PCAARRD Innovation and Technology Center (DPITC), Los Baños, Laguna. The participants comprised 52 participating SUCs and RDIs across seven regions: Cordillera Administrative Region (CAR), Ilocos, Southern Tagalog, Bicol, Western Visayas, Eastern Visayas, and Southern Mindanao.

In his opening remarks, Technology Transfer and Promotion Division (TTPD) Director Noel A. Catibog highlighted the significant results achieved during Phase 1 of the RAISE Program, which paved the way for the launch of Batch 2. He expressed his hope that all regions will work together to achieve their respective targets and announced the upcoming RAISE Summit this October.

The Director’s Council and Governing Council approved the renewal and extension of Year 2 implementation of 14 regional programs under the RAISE Program, comprising a total of 145 projects.

RAISE program training workshops

Simultaneous with the Year 2 renewal and extension of the RAISE Program, TTPD, in collaboration with the Association of PAQE Professionals, Inc. (APP), spearheaded a series of training workshops.

  • Spinoff Policy Development – This training workshop focused on understanding the legal and policy frameworks governing spinoffs in the Philippines, developing institution-specific spinoff policies aligned with Republic Act No. 10055 (Technology Transfer Act of 2009), and crafting comprehensive Spinoff Agreements that protect the interests of all stakeholders. The three-day online training was held on April 22-24, 2025, with Atty. Jerry Serapion, APP Board Member and IP Rights Specialist of DA-PhilRice, served as the main resource speaker. The workshop was participated in by the 14 regions under the RAISE Program.
  • National Valuation Training – This intensive training on technology valuation was attended by all regions under the RAISE Program. For Batch 1, composed of CAR and Regions 1, 4, 5, 6, 8, and 11, the training was led by Ms. Mary Jade Roxas-Diviniagracia of PwC Philippines and was conducted in July and August in Iloilo and La Union, respectively. For Batch 2, composed of Regions 2, 3, 7, 9, 10, 12, and 13, the training was led by Mr. Don Thed Ramirez of the Excelarate Company and was held in August and September in Baguio and Ilocos, respectively.
  • Patent Mining Training Workshop and Mentorship Program – Intended for RAISE Batch 1, this program was held in September in Leyte and Davao City. In collaboration with the Intellectual Property Office of the Philippines (IPOPHL), it aimed to educate and train participants on the fundamentals of patent mining, including the tools, classifications, and strategies.

What’s next for the RAISE program

The first-ever and highly anticipated RAISE Summit Week 2025 is being held today, October 13 until October 16, 2025, in Tagaytay City, Cavite. With the theme “Building Bridges through ALIGNment, CONNECTion, and SYNChronization for Agri-Aqua Innovation,” the summit aims to foster coordinated action among diverse stakeholders to accelerate transformation in the agriculture, aquatic, and natural resources (AANR) sector.

A key highlight of the event is the National ATBI Conference and Incubatee Summit, which will bring together partners, incubators, and innovators from across the country. A Partners’ Night will also be held to celebrate the remarkable achievements of the RAISE Program and its implementing agencies.

On the third day, the summit will feature the Spinoff Policy Final Presentation and Graduation Ceremony for the training participants, with 91 participating agencies expected to take part.

Over the past few months, the RAISE Program has achieved significant milestones. As the next chapter unfolds through RAISE Summit Week 2025, the strengthened partnerships, enhanced collaborations, and the rollout of the second phase of RAISE Batch 2 reflect DOST-PCAARRD’s unwavering commitment to building a stronger and more innovative agri-aqua ecosystem in the Philippines.
